How do you check for atk%/def%/hp% substats?

Im writing my own small farmingbot for myself for summonerswar at the moment. 

For now it works pretty good, but i have no idea for the moment how i can differentiate between a Substat with Flatstats and a % substat.

--> Do you guys have pictures for every possible %substat roll and check all of these? Or how do you do it?
